Spokesperson for the Spokane Renters Association said rental car rates are often significantly higher than car rental rates, and the industry needs to do a better job of informing renters about the terms of their leases.
“We’re trying to educate our members about the risks of renting, especially if you don’t live in the city,” said Karen Smith, who has represented renters for the association for more than 10 years.
“If you rent, you should understand that you are responsible for the cost of your vehicle and for the repair costs that may occur.
If you rent and it’s a car, we’re all for you.
But we need to be more specific about what it means for you to be responsible for these things.”
The industry is trying to get the word out that car rental insurance is required by law, and it has a number of tools to help renters.
Renters can choose to sign up for a car insurance plan, or they can pay for it themselves by signing up for the rental car insurance through their employer or a government agency.
But Smith said the industry is also reaching out to renters who are renting for short periods of time, who may not have access to a vehicle or car insurance.
“They need to know that they are paying for it, but it’s still a way to pay rent and keep their vehicle and have it insured,” Smith said.
Smith said renters should also be aware that when a rental car is towed, the vehicle is subject to the state’s insurance program.
“You have to be able to prove you’re in the state of Washington to have your vehicle towed, and that’s a key component to what they’re telling renters,” she said.
“The company has to take a look at the damage, and if it’s going to cost them money to have the vehicle towed back, then the car rental company should pay for that, too.”
Smith said some renters who rent out their cars in Spokane can use a third party car rental agency to cover the cost.
That would allow them to cover expenses for the car, and allow them the flexibility to rent out the vehicle out at a later date if they have more financial need, she said, but she would not recommend that renters use that option.
“I would not do that,” Smith added.
“There’s a lot of people who are not aware of the requirements of their lease.”
Smith also said that when renters choose to rent an automobile out, they should always check the terms and conditions of the rental agreement.
“Rental car insurance is a huge issue in Spokane,” Smith noted.
“And it’s not just a matter of rental car renters.
It’s the owners of commercial properties.
We’re also talking about people who own homes who need a car for work, or people who rent cars from a commercial property owner.”
A few years ago, Smith said she spoke with a couple who were looking to rent a car out to get their kids back in the car seat.
She said she asked the couple how much they’d pay for the vehicle and they said it would cost $1,000 a month, but they wanted to make sure they knew that if they did that they would have to pay for repairs and maintain it.
“I said, ‘You don’t need to pay $1 a month to get your kids back into the car.
“But they said, yes, I do have to cover for those costs because they’re not paying for the repairs and maintenance, and then I said to them, ‘If you can’t afford it, you don to rent your car out. “

Smith said she had one of her members sign a rental agreement, and they paid a total of $1.49 per month, including the car lease, rental insurance and rental vehicle maintenance.

Smith noted that renters in Spokane are often faced with some financial pressures that they can’t simply ignore.
“As a community, we’ve been struggling with this issue for years,” she noted.
